The need for this module becomes apparent as you consider the often uncontrolled hazards encountered at the scene of a disaster.These hazards could be the combination of previously safe components which when combined by the effects of the disaster create a substantial hazard.

Health and Safety revolves around personnel and personal safety, it combines risk and hazard assessments together with controls.The problem here is that a disaster scene often requires specialist assessments utilising special skills not always available at the time. Planning must therefore accompany awareness and the ability to safeguard by precautionary measures.
